Chhagalnaiya (Bengali: ছাগলনাইয়া) is an Upazila of Feni District in the Division of Chittagong, Bangladesh.
It lies in the southern part of the district, bordering Tripura state of India and Mirsharai Upazila of Chittagong. It is rich in history and culture. The great medieval warrior Shamser Ghazi hailed from Chhagalnaiya. It is also the birthplace of many other noted historical figures including Sir A. F. Rahman, first Muslim Vice Chancellor of Dhaka University, journalist Abdus Salam (Editor), Gaziul Haque, Advocate Kazi Fazlul Haque and Riaz Rahman.

The name of Chhagalnaiya has a history. A communal riot happened in Noakhali in 1945. Mahatma Gandhi visited Noakhali in 1946 to ease communal riots of the Noakhali Massacre. It was reported that soon after his arrival, Ghandhi's goat (which he took along on his travels as a ready supply of milk) had no horn. In bengali Chagal means goat and naiya means no horn in local language. When people saw the goat and started saying that the Goat had no horn (Chhagal Naiya), Mahatma Gandhi heard the the remark and thought the place name was Chhagal Naiya. After this incidence the name of this area was noted as Chhagal Naiya.
As of the 1991 Bangladesh census, Chhagalnaiya has a population of 154116. Males constitute 49.79% of the population, and females 50.21%. This Upazila's 18+ population is 73541. Chhagalnaiya has an average literacy rate of 43.9% (7+ years), whereas the national average is 32.4%. 1
