Shiv Charan Mathur (born February 14, 1926) is governor of Assam, a leader of Indian National Congress party and former chief minister of Rajasthan state. He was chief minister of the state for two different periods. First time he became chief minister on 14 July 1981 and held to post till 23 February 1985. Second time he was chief minister between the period from 20 January 1988 to 4 December 1989. In 2003 he was elected as a MLA from Mandalgarh (Bhilwara).

Though he did not have mass appeal he could rise to top position with support from then congress party high command .

Currently, he is the Governor of state of Assam in India.
